Building a CCTV Solution: What Facility Managers Need to Consider

A reliable CCTV system starts with operational decisions, not a camera count. This checklist helps facility managers plan coverage, resilience, compliance, and long-term value before installation begins.

A CCTV project is not simply a purchase of cameras and recorders. For a facility manager, it is an operational system that must help people deter incidents, investigate events, protect occupants, support compliance, and keep working in the heat, dust, outages, and daily activity of a UAE site. The strongest designs begin with the questions the facility needs the system to answer.

1. Start With Risk and Operational Objectives

Before selecting a camera, map the risks and decisions the system must support. A warehouse may need perimeter intrusion detection and loading-bay evidence. A hotel may prioritise guest safety, back-of-house access, and incident investigation. A school or healthcare facility may need careful coverage around entrances and circulation areas while protecting privacy. Write down the required outcomes, not just the number of cameras in a supplier quotation.

  • Which incidents must the system deter, detect, verify, or help investigate?
  • Which areas are critical, restricted, public, cash-handling, or safety-sensitive?
  • Who will respond to alerts and who is authorised to view or export footage?
  • What evidence quality is required for people, faces, vehicles, or activities?

2. Design Coverage Around the Scene, Not the Device

Camera selection follows the scene. A wide overview camera can show movement across a lobby but may not provide enough detail for identification. A doorway, cash desk, gate, lift lobby, or vehicle lane may require a tighter field of view, controlled lighting, suitable mounting height, and a defined target distance. Facility managers should request a camera-location drawing or coverage map that shows blind spots, viewing direction, lens choice, mounting heights, and the purpose of every camera.

Choose the right camera type

  • Fixed dome or bullet cameras for defined entrances, corridors, offices, and perimeter zones.
  • PTZ cameras for large areas where operators need active tracking, while recognising that a PTZ cannot record every direction at once.
  • LPR/ANPR cameras for vehicle lanes when plate capture, lighting, speed, and positioning are properly controlled.
  • Thermal or specialist cameras for specific perimeter, low-light, or safety applications after a site assessment.

3. Plan Storage and Retention Before You Approve the Quote

Storage is one of the most common sources of an underperforming CCTV system. Retention depends on camera count, resolution, frame rate, compression, scene activity, recording mode, and the number of days required by the organisation, insurer, client, or authority. Ask for a written storage calculation and confirm whether it includes a usable margin, RAID or disk-failure planning, export space, and the retention period required for your facility.

Do not accept “30-day recording” as a promise without the calculation behind it. The quotation should state the recorder model, disk capacity, recording assumptions, and expected retention under normal operation.

4. Treat CCTV as Critical Network Infrastructure

Modern IP CCTV depends on the building network. Poorly planned bandwidth, PoE capacity, VLANs, multicast handling, or uplinks can create dropped streams and unreliable evidence. Cameras and recorders should be designed with the network team, not added after the network has been signed off. Use unique credentials, remove defaults, restrict remote access, patch firmware through a controlled process, and place security devices in appropriate network segments.

5. Build Resilience Into Power, Connectivity, and Recording

A camera system is most valuable during an incident, including the incidents that happen during an outage. Review UPS coverage for cameras, PoE switches, recorders, core network equipment, and access-control dependencies. Consider surge protection, generator-backed circuits, redundant uplinks, recorder health alerts, and failover recording where the risk justifies it. Confirm what remains visible if the internet connection fails: local recording and secure local viewing may be more important than cloud access alone.

6. Address Privacy, Access, and Compliance From the Start

Facility managers should define who can view live video, search recordings, export evidence, and administer the platform. Set retention and deletion rules, protect exported footage, maintain an access audit trail, and avoid unnecessary coverage of private areas. In Dubai, CCTV designs should be aligned with the requirements of the relevant authorities and the property's approval process; a SIRA-licensed contractor can advise on applicable submissions and installation requirements. Legal and privacy review should happen before cameras are installed, not after an incident.

7. Use Analytics to Improve Response, Not to Create More Noise

Video analytics can support intrusion detection, people counting, loitering alerts, line crossing, queue monitoring, object detection, and vehicle events. But an alert only has value when someone knows what to do with it. Define alert thresholds, schedules, escalation paths, and evidence workflows. Tune analytics for the actual environment so shadows, reflections, heat, dust, moving trees, and normal staff activity do not overwhelm the security team with false alarms.

8. Make Maintenance and Ownership Part of the Design

Dust, heat, vibration, construction changes, lighting changes, and moved furniture can reduce coverage over time. A good Annual Maintenance Contract should cover preventive visits, lens and enclosure checks, storage health, camera alignment, firmware review, time synchronisation, alert testing, and response targets. Ask how faults are detected, how quickly critical cameras are restored, and whether replacement parts and labour are included.

9. Demand Documentation and a Clean Handover

  • As-built camera and cable layout with device names and locations
  • Camera schedule showing model, lens, resolution, field of view, and purpose
  • Network, IP, VLAN, PoE, recorder, and storage documentation
  • User roles, remote-access method, backup/export procedure, and password handover
  • Testing records for image quality, night scenes, recording, playback, alerts, and UPS operation
  • Training for security staff and a clear fault-escalation process

10. Compare Total Cost of Ownership, Not Just Installation Price

The lowest initial price can become the most expensive option when the system has blind spots, insufficient storage, unsupported hardware, weak cybersecurity, or no meaningful maintenance. Compare the equipment, licensing, network changes, power, civil works, approvals, training, warranty, AMC, replacement cycles, and future expansion capacity. A well-designed CCTV platform should be measurable, maintainable, and adaptable as the facility changes.

A Facility Manager's Pre-Approval Checklist

  • The risk assessment and coverage objectives are documented.
  • Every camera has a defined purpose and its blind spots are understood.
  • Storage, retention, export, and recorder-failure assumptions are written down.
  • The network, PoE, VLAN, cybersecurity, and remote-access design is approved.
  • UPS, backup power, local recording, and outage behaviour are tested.
  • Privacy, access permissions, retention, and authority requirements are addressed.
  • Analytics alerts have owners, thresholds, and response procedures.
  • AMC, documentation, training, warranty, and lifecycle costs are included.

The best CCTV solution is not the one with the most cameras. It is the one that gives the right people reliable evidence, at the right time, with a clear operating and maintenance plan.
